I have an NCO block integerated with hardware but problem im facing is when i generate hdl of thismodel then freq does not shift while it does for normal model. why

I have an NCO integerated with hardware but the problem im facing is that whenever i generate the hdl of thismodel then freq does not shift while it does for normal model. why? I have tried different solutions but for this hdl NCO block i cant understand why also the NCO is active and shifting in the simple simulink model.
