I mean, can I match cells from different columns/rows based on the proximity of the values adding zeros at the rows where there should be no peaks?

I have a series of integration values for peaks of analysis of different samples. But since each sample show a certain number of peaks (sometimes some samples will not show a certain peak), the length of the vectors (with the integration data) are different. How could I match the peaks of different samples since I have a column with the values of peak of each integrated peak? I mean, can I match cells from different columns/rows based on the proximity of the values? … adding zeros at the rows where there should be no peaks.
Sample#1 Peak #1 Ret Time Area 6 4.249 321628 7 4.783 599416 8 4.933 449537 9 4.988 378491 10 5.113 455562 11 5.38 576969 12 5.616 434793 13 5.836 16089477 14 6.252 1754483 15 6.739 917023 16 7.949 907671 17 8.303 1667546 18 9.889 474452
Sample #2 Peak Ret Time Area 4 4.422 2300970 5 5.844 16362946 6 6.747 1519885 7 8.303 1151955 8 9.881 883971
Notice that peak # 13 (5.836) of the first sample should match peak # 5 (5,844).
