How do I update a network installation of MATLAB to allow users to run a newer version?

How do I update a network installation of MATLAB to allow users to run a newer version? I currently have 2016a installed on most clients, but have a user who is installing 2016b. I need to update the MATLAB Flexera License Manager to allow use of 2016b, as well as 2016a.
Do I have to update the License Manager, or can I simply get an updated License.DAT file and make the License Mgr read that new file? If so, where do I get the updated License.DAT file?

There is a section about this in the documentation as well as a technical article. The genereral doc for that area is here, the more specfic one for "Update License Manager Installation" here and I recommend this article.
Point is to my best knowledge it is not always needed to updated the FLEXnet itself, but the MLM vendor daemon.
