could someone figure out why is my output always 1?

hello, i am currently working on forecasting or predicting of data. i am using back propagation for training my data unfortunately, even after training and trying every possibility of error threshold, learning rate,iterations, even changing my data,the predicted output is always 1. could someone please find out what is the error in my code. i have attached the code and the data. also for testing the code i used XOR data, the code worked perfectly. thanks in advance!

Tried that...changed it to tansig The predicted output is -1
