M-FSK Demodulator with Doppler shift

Dear all Mathworks staff,

I am trying to simulate Doppler Shift on M-FSK modulation.

I faced a weird result: the output bits are flipped for some special Doppler shifts!!!

I do not know anything more than the demodulato algorithm is just noncoherent.

I attach a simpler simulink file.
