I want implement of control strategy of a paper in simulink but did not know which block is to select .please help me with it. pdf of control strategy is attached with it.

FOR WHAT PURPOSE "SUBTRACT " IS USED

In your pdf file, the Comp(1) and Comp(2) can be replaced by two Subtract blocks.
One more thing you should also use two different "constant" block for IR and IL
