i have 01999.dat file and i want to read it in matlab

file size is more than 5MB not posible to attahed the file.

We do not know. There are many many incompatible .dat files. You need to research for documentation of the exact binary format for your situation.
Your question is as if you had asked for the maintenance manual for "a sedan" without even knowing the manufacturer let alone the model.
