Do we have the simulator facility to create a network topology for cloud and fog environment in matlab 2018 ?

If so, does it support reinforcement learing library tools.

I am not an expert in this filed though I have ever introduced this product to a customer who wanted to model a rail network.

How about Simulink - you can model differential equations by connecting lines and blocks.

There is also RL toolbox available for you in Simulink.
