Why do I receive an error when downloading installation files with the R2021b MathWorks Installer and newer?

Why do I receive the following error when downloading installation files using the "I want to download without installing" option in the R2021b and newer MathWorks Installer?

Download Error: An error has occurred when trying to download the installer

This error will occur if the MathWorks Installer is unable to extract a new MathWorks Installer into the same destination folder as the product files. The product files will still be downloaded to the chosen destination folder; however, the MathWorks Installer files, such as the setup.exe or install script, will not be.

To workaround this error:

1. Locate the downloaded product files in your selected destination folder and verify that the archives folder is available.
2. Locate the extracted MathWorks Installer folder (_temp_matlab_R2021b_os64 folder) used to download the product files, or download and extract a new MathWorks Installer.
3. Replace the archives folder from the extracted MathWorks Installer folder with the newly downloaded product files archives folder.
