Error 354: No more machine transfers available

I need to install matlab ASAP on my machine. I get this error. I read another answer to this question on this forum and I am sorry, but it is simply not good enough. It says, "In order to transfer MATLAB to a new computer you will need to wait until your next redesignation window occurs." But how long? A day, a month, a year? what if I cannot wait?
