Generating delays of the order of nano-seconds in MATLAB simulink

I want to create a model in which ADC samples are generated at 40Msps and these samples are delayed by few nano-seconds (eg 28.79ns) before further processing. How can I do this in MATLAB simulink?

Sounds like you can do this with a rate transition block and a unit delay block
