considering all these cases same...can i detect any fast movement by monitoring velocity of centroid points of the moving objects, and setting a threshold value ???

As usual I want to mention, that this is very easy to solve for a human. I'm in doubt, that there can be a very reliable automatic recognition, which can compete with a crowd of 5 year old kids running fast in the game of tag. So why bothering Matlab?

these few steps shows how can you achieve that 1. acquire images using getsnapshot at high frame rate. 2. compare the consecutive two images pixel by pixel. 3. if same, covert to black (logic 0) otherwise to white. now number of white pixels show amount of movement and, if camera is in close proximity to the runner then number white are very large. 4.do step 1,2,3 until number of white pixels increase some threshold.

There are lots of tracking demos on the web site. Search for "tracking" at Mathworks.com.
