"improve" is not clear enough for us to respond to. What is a mechanical test we can do in order to determine whether a particular transformed image is "improved" compared to the pre-transform image?
The sample images you have: were they created by lossy wavelet compression relative to fig8 ?
@walter Roberson : i just break the single image into bit plane format , now i want to make it more clear and clean each bit plane image.. yes the main image i choose is of lossy mode
What is "more clear" in this context? What is "clean each bit plane image" ?
As far as I know it doesn't make sense to denoise each bit plane and them combine them back together again and expect to have a desireable-looking, noise-reduced image. Do you have any theory that says this is a sensible thing to do?
i think it going to work and nope i dont have any theory of that let me try and let you know

The images you attached are just the 8 bit planes of an image. You can just combine they with multiplication and addition to create the grayscale image that they originated from.
