Can Fourier coefficients be classified using RBF network?

I am trying to perform image classification. I am extracting Fourier coefficients from the image. on performing classification using Euclidean distance, I got 98.5% result. but on using RBF network, I am getting 255. Is that possible? or is there any problem at my end? Please help.
