It looks like it was pulled from a paper. Can't you follow the recipe given in the paper? If not, contact the authors, or check VisionBib

Yes, It is from a paper in which they didn't provide code or algorithm explanation. I have no idea to start :(

Then they didn't invent that algorithm and probably just used an algorithm given in another paper. Check their list of citations at the end of the paper.
