adding limits in scatter plot

I am looking to add line for y axis corresponding to 3100 means below that value all are acceptable values ...the code is as follows

clc

A=xlsread('ABC.xlsx')

X=(A(:,1))

Y=(A(:,2))

scatter(X,Y,'filled','r')

for i=1:6

text(X(i),Y(i),sprintf('(%.0f)',Y(i)))

end
