Creating RL environment for dynamic network

I want to create dynamic rl environment and implement q learning on it. I have 10 points randomly placed in a circle around the centre. I have choose 1 point among the ten and caculate its distance from all other point including centre. At last i want to select only one distance which is nearest to the selected point.For the selection of nearest point i want to use q learning.
