The source comes with a MATLAB interface to the C codes.

mex-setup ..............I had only the above two compiler options................

See http://www.mathworks.com/support/compilers/R2010a/win32.html for supported C++ compilers, some of which are no charge.
Note: checking again, the libsvm source is in C++ and Java, not in C.
