Unrecognized function or variable 'rosbagreader'

Hello,
I have a Rosbag and want to extract a message data from it. So I wrote some code that worked fine on Linux. Now I am working on another computer with Windows on it.
I recently installed ROS Noetic and Python 2.7 so I can use my code, but I get an error message that I don't understand. Obviously there is a Rosbag and I can get information about it, but I can't read it. What am I missing?
