White Noise extraction from time series samples

Sir, My task is on flicker and white noise extraction from given time series of nearly 10000 current samples. I an referring one paper which i'll attach in attachment. my doubt is like whether this will give white noise amplitude for each sample or for sub series of samples? Actually i need it for each sample.
