Matlab starts, shows ready, but is unresponsive for up to 5 min.

I have had the liscence issue in the past, but this is different. Matlab starts up and shows ready quickly, but doesnt allow path manipulaiton or running of code. It takes up to 5 min to actually let me work.

I'm on windows 10 and using 2021a
