That is not its own course, but it is part of the Solving Nonlinear Equations with MATLAB course. This course, along with the other math courses, are available only to users with access to Online Training Suite.

How ? When I type license in my library's Matlab app, I'm getting some short number which doesn't like an activation key at all and is not accepted by the form:

Only if your school has a Campus-Wide Suite license, and has opted to add the Online Training Suite to their license.
