poissrnd (Note - part of the Stats and ML Toolbox) could work similar to torch.poisson()

I have no familiarity with PyTorch or how torch.poisson() behaves exactly. That said, what you're looking for should be covered by imnoise().
outpict = imnoise(inpict,'poisson');
Make sure to check the documentation for a description of how the input class affects the behavior.
