This subsystem has two input signals: Voltage Input (Vin) and Reference (Vref). The sum of Vin and Vref is multiplied by a gain and then is fed into PI controller which has reference signal of rectangular pulse. The difference singal between Vin and output of the PI controller is fed into two Relay blocks (their parameters can be different or the same) which produce two output signals. According to the given description, the two relays create reverse of the output signal coming from the summing junction (difference signal between Vin and output of the PI controller). That is all.
