VDSE License is OpenSource?

Why I could free download the software Vehicle Dynamics Simulation Environment, is it only a trial version and I must pay when I`m using it official, or is it a commercial license I have to buy?

I am assuming you are referring to this File Exchange submission.

Unless noted otherwise, there are no fees for using File Exchange submissions. For said submission in particular, I do not see any such stipulations.
