neural network algorithm

mathematical model is necessary to design a neural network??? by using the measured data i.e.; by training the network by using the measured data ,is it possible to design neural network with this or not?

Provided there is a deterministic trend to the input/output relationship, all you need is a sufficient number of input/output pair examples.
