how to create a matrix from specific Cell array elements?

I have a cell array (dimensions 21x8) and i need to get the values (1,1 - 1,2 - 2,1 - 2,2) and create a matrix, each element on the cell array is a vector of 10 elements. Which is the best way to solve this? Thank you in advance

Where C is your cell array:
cell2mat(C(1:2,1:2))
