How do I plot this equation?

So i have this equation z=r*sin(phi), with the following limits. 0<r<10, 0<phi<2*pi. Normally, to plot this surface, I would use meshgrid[X,Y] = ... , use surf(X,Y,Z) then add limits. However, I'm not really certain how to do this in the cylindrical coordinate system?
How would I go about setting up the meshgrid and the following plot?

Go ahead and set up the meshgrid in r and theta. But once you have r and theta and z, put the three of them through pol2cart() to get cartesian coordinates that you can then surf()
