How to access GUI tools that have extended past the visible portion of the Toolbar Layout in the Toolbar Editor?

I have a GUI with 28 tools in the toolbar, however when in the Toolbar Editor I am only able to see 25 of them as the other 3 have extended past the visible range of the editor, and thus I cannot access them. Is there any way to access these tools so that I can reorder them?
