Creating a work schedule program ?

I am tasked with creating a work schedule. There are day and night shifts everyday . 10 people on day 15 people on night . There is a “nights off sheet” where people can put when they can’t work for that week (it’s a excel sheet) what’s the best way to go about making this program ?
