mwsltempla​te_builtin​impl.dll failed with error

I am trying to open simulink with 2019a and I keep getting an error that reads:

Bundle#277 start failed: Loading mwsltemplate_builtinimpl.dll failed with error: The specified module could not be found.

This dll is in the correct path and exists on my system so I am not sure why it is failing to find it.

Any help is appreciated
