Need help regarding HURDAT2 dataset for Atlantic hurricane data.

Hello Guys,

I need help regarding to read and clean HURDAT2 dataset and create a stacked bar chart that shows the number of hurricanes per year, colored by month.

I am also attaching the data. Please find the attached.

I have already read multiple txt files in past but this data is different from those.

I got one link where he is describing these process through python. I do not know python so I am unable to getting. I am also sharing that link.
