Why do I get the error message "You do not have permissions in the destination folder" when importing comments in Polyspace?

When using Polyspace UI and trying to import comments from previous analysis results, I get a pop-up window with the following error message:
Error: You do not have permissions in the destination folder: F:\MyFolder\CP_Results_1 | (and file F:\MyFolder\CP_Results_1\ps_diff.db)

This is a Polyspace bug in Releases 2018a, 2018b and 2019a.

To work around the issue, delete the diff database file F:\MyFolder\CP_Results_1\ps_diff.db and try to import the comments again.
