How to write CSPA algorithm for clustering ensemble in matlab?

I have lung cancer dataset (attached) , I want to apply clustering ensemble algorithm on the data : CSPA (cluster-based similarity partitioning algorithm). I'll be very grateful to have your opinions about how to write codes for CSPA in matlab?
