Using step function with a multi input system

I don't understand the result of a step function with multi input. If I have 4 state variables and 2 input, the result is 8 graphs.

My guess is that it does a step on the first input (and zero on the second one) resulting in the first column of graphs and vice-versa for the second column.

I don't know if I'm very clear. Am I right?
