Short answer: not directly supported by any toolbox
All of the CADRG files I have dealt with are in encapsulated in NITF format. The nitfinfo function in the image processing toolbox can read the metadata. Unfortunately CADRG uses vector quantization compresssion which is not supported by the nitfread function.
I have used the GDAL Python package to read the files and saved the data to a .mat file that I could load in MATLAB. I don't have a lot of experience with using Python objects inside MATLAB, but I suspect you can skip saving the data to a .mat file and work the Python objects directly.
