Option 1:

s=tf('s');
G = 200*(s+0.4)*exp(-0.1*s)/s/s/(s+10)^2;
bode(G)

Option 2:

G = tf(200*[1 0.4],conv(conv([1 10],[1 10]),[1 0 0]) );
G.InputDelay=0.1;
bode(G)
