Cartoon Image compression algorithm using DCT

Hi, I need to compress a particular image (cartoon image) and I want to use a DCT. My idea is to implement the following step for coding procedure:
Coding:
- DCT
- Quantization (scalar or vector)
- Entropy coder
Do you have some suggestion?

Hi,
I assume you are trying to compress image using Discrete Cosine Transform.The following example might help you
