Scatterplot problem. Is it possible for us to use the scatter or scatterplot?

Hello everyone!
I have a N matrix which is 4x10=
N=[50 60 80 40 53 144 377 326 273 449; 40 53 144 377 434 493 337 299 472 230; 500 521 30 348 323 89 485 21 190 34; 54 412 65 88 310 373 225 248 371 190];
How can we find the hscatterplot of N for h=(0,1) and h=(0,4)? Is it possible for us to use the scatter or scatterplot? Thanks a lot for the help.
