I'm using windows 8 and I do use offline folders. I think it may have to do with offline folders because I just noticed when I work offline, changing directories becomes instantaneous.
Why does it take a long time to change working directories in MATLAB?

From version 2012a on it takes 15+ seconds to change folders in MATLAB. Doesn't matter if I double click a folder in Current Folder panel or use cd in command line.
I have Simulink and Control Systems Toolbox installed. I also have open source toolbox ODTBX installed. I've used versions of ODTBX before 2012a and didn't notice the problem.

For me, it's instantaneous. Are you using Windows XP with some mapped share drives? When I had that, there were occasions that it took forever, not just in MATLAB, but any program that tried to change directories or bring up a File open dialog box - had something to do with asking the network drives for something. There was a fix but I don't remember what it was.
