If you have the HDL Verifier product, you can use the HDL Workflow Advisor to help you implement your design on any one of the supported FPGA boards.

Spartan 3E is not supported for FPGA-in-the-Loop. But it is supported in FPGA Turnkey custom board. You can create your own custom board using fpgaBoardManager. Then you'll see this board in HDL Workflow Advisor's FPGA Turnkey workflow. You can download your design onto the FPGA there.
