Circle Detection in binary image

Develop a program for detecting circles using the Hough transform. Use the attached binary image as the input file. The program should print out the number of circles present and the co-ordinates of their centres. The output should be of the form, “There are ____ circles in the given image with centres at___, _____,____, _____, _____" Inbuilt functions are not allowed.

Since you cannot use 'imfindcircles', have a look at this blog post for an implementation without using the 'imfindcircles' function.
