How to simulate a block of hydraulic flow control valve? I need to make a custom block?

The text is not relevant. it's only to show the figure.
The paragraph talks about the graph and in summary it says:

Hi, it's been some time, but have you solved it? I would suggest using the orifice block, which also has a variable opening option which offers to option for something as PID control.
