Problem 51808. Determine when snow started

R.P. Agnew posed the following problem: It starts snowing in the morning and continues steadily throughout the day. A snowplow that removes snow at a constant rate starts plowing at noon. It plows 2 miles in the first hour and 1 mile in the second. What time did it start snowing?
Write a function to solve this problem. The inputs will be the time the snowplow started (given as a string), two consecutive time intervals dt1 and dt2, and the distances dx1 and dx2 traveled in the first and second time intervals, respectively. Return the time that the snow started, rounded to the nearest minute, as a string.
