help finding compiler for R2013a

hello,
I'm trying to install the compiler for r2013a. I have downloaded Microsoft Windows SDK 7.1, but I get this error:
Installation of the "Microsoft Windows SDK for Windows 7" product has reported the following error: Please refer to Samples\Setup\HTML\ConfigDetails.htm document for further information.
Can somebody help me?
