K-medoid+c​odebook+cl​ustering+ Euclidean distance

Hi, i'm using code book method for my project with Kmedoid + Euclidean distance. during training stream no probs but during testing stream, the code book entry picks only 2 entry among 256. I'm not able to find whats wrong. Anyone could help me.
