matlab 2021b setup.exe not showing anything

Hi,
I see that similar questions were asked before, but the solutions do not help my problem. try to install matlab 2021b on an offline windows 2019 server (RD session host). run setup.exe as adminstrator and there is nothing happened. have unpacked files on local C: disk. just update java and Microsoft virtual C++ runtime components to 2019. still not helping. setup.exe does not do anything, and Task Manager does not have trace of setup process. what more can I do? thanks.

Same problem here. I have disabled the firewall. Windows10, updates all up-to-date. The task manager shows, that the process waits for network.
