Seeing if a value is in a matrix

This is a rather simple question, but I'm sort of stumped by it. I want to write a bit of code that returns a 1 or 0 based on whether or not a value is in a matrix. For example comparing a=[3] with b=[1 2 3 4 5] would result in a 1, but comparing a=[6] to b=[1 2 3 4 5] would result in a 0.
