Matlab 2011 MCR problem on XP sp3

All,
I have a matlab 2011a compiled dll.
If I install the MCR (7.15) on a Windows 7 system everything works. If I install the MCR on an XP SP2 system, everything works fine. If I install the MCR on an XP sp3 system the mclInitializeApplication fails every time.
Is this a known issue? Has anyone else had this problem? Is there a work around?
There are some production and/or classified environments where the lead time to change an OS can be as long as 12 months. So I can't just change the OS on these systems.

ps Although the Win 7 systems are a 64 bit OS, I am compiling the dll and runing the MCR from 32 bit Matlab 2011a.

An oddity here is that XP SP3 is marked as being the minimum requirement for running R2011a, so it would be easier to understand if the problem were the other way around, with it working on SP3 but failing on SP2.

I would say that if it is failing on SP3, despite that being marked has being supported (e.g. http://www.mathworks.com/academia/student_version/sysreq-r2011a/ -- though that is for the student version), that that counts as an Installation Problem to send to Support.
