SDK 7.1をインストールため、.NET Framework 4.0をインストール​使用とするが、｢Do​wnload faild with error code 0x800c0005​｣と表示されインスト​ールできない。

ローカル環境のWindows7のパソコンにSDK 7.1をインストールするため、下記リンク先のStep1を実施後にStep2の.NET Framework 4.0をインストールをしようと｢dotNetFx40_Full_setup.exe｣を実行しインストールを開始するが、｢Download faild with error code 0x800c0005｣と表示されインストールできない。
